Heilongjiang Province project cost consulting service fee management measures

Article 1 In order to strengthen the management of engineering cost consulting service fees in our province，Standardize the charging behavior of engineering cost consulting services，Safeguard the legitimate rights and interests of the parties concerned，To promote the healthy and orderly development of engineering cost consulting service industry，According to the "Project cost consulting Enterprise Management Measures" (Ministry of Construction Order No. 149), "intermediary service fees Management Measures" (price [1999] No. 2255) and the relevant national and provincial laws and regulations，Formulate these measures。

Article 2 These Measures are applicable to the construction cost consulting Enterprise Qualification Certificate issued by the construction administrative department in accordance with the law and registered in the administrative department of industry and commerce in the administrative area of this province。

Article 3 The project cost consulting service fee refers to the fee charged by the project cost consulting enterprise to provide professional consultation on the determination and control of the construction project cost, issue the project cost outcome document and other business activities。The main business scope of engineering cost consulting services includes: construction project proposal and feasibility study investment estimation, project economic evaluation report preparation and review;Construction project budget preparation and review，And with the design scheme selection, optimization design, quota design and other work for engineering cost analysis and control;Determination of the contract price of the construction project (including the list of quantities of the bidding project and the tender price, the preparation and review of the bid price);Signing and adjusting the contract price (including engineering changes, engineering negotiations and calculation of claim costs) and payment of project funds，Preparation and review of project settlement and completion settlement (settlement);Provide engineering cost information services, etc.;Manage and serve the whole process or several stages of the organization and implementation of construction projects。

Article 4 Project cost consulting service fee belongs to the business service fee, the government guided price management。Project cost consulting enterprises should adhere to the principles of voluntary entrustment, paid service and payment by the client。

Article 5 According to the nature and content of different consulting projects, the project cost consulting service fee shall be calculated by the method of gradation and progression. The fee standard and calculation method are shown in Annex I and Annex II。The above charging standard is the highest charging standard, and the project cost consulting enterprise may determine the specific charging standard through consultation with the entrusting party within the scope of not exceeding the highest charging standard and not exceeding 20% of the floating range according to the specific circumstances of the construction project consulting project。

Article 6 Project cost consulting enterprises should follow the principles of openness, fairness, reasonableness, fair competition and honesty and credit in carrying out project cost consulting activities, and provide cost consulting results documents in strict accordance with business rules。

Article 7 The project cost consulting service enterprise shall sign a consulting service contract with the entrusting party according to law, specifying the service content, performance period, fee standard and fee amount。The entrusting party shall, in accordance with the consulting contract, provide the project cost consulting enterprise with the necessary working conditions and materials for carrying out the consulting business in a timely manner;The consulting service enterprise shall, in accordance with the contract, complete the consulting service on time and provide the consulting results with good quality and quantity。

Article VIII If the project cost consulting business occurs outside the place where the consulting enterprise is registered, the travel expenses are not included in the consulting service fee standard。Reasonable travel expenses related to the entrusted business shall be paid by the principal separately upon mutual agreement between the two parties。

The ninth article In the completion settlement review, the basic charge and benefit charge of the reduced amount shall be borne by the client, and the benefit charge of the increased amount shall be paid by the beneficiary or may be paid by the principal on behalf of the beneficiary。

Article ten Project cost consulting service enterprises to collect service fees from the client, shall issue legal bills to the client。If a legal instrument cannot be provided, the trustor may refuse to pay。

Article 11 Project cost consulting service enterprises should strictly implement the relevant provisions of clearly marking the price, publicize the charging items, charging standards, service content, charging methods and "12358" price reporting telephone in the prominent position of the business site and payment site, and accept the supervision of all sectors of society。

Article 12 The competent price department and the competent construction administrative department shall be responsible for the supervision and administration of the fees for consulting services of project cost。For violations of these measures and relevant laws and regulations, the price department and the construction administrative department shall be punished in accordance with the relevant provisions of the Price Law, the Provisions on Administrative Penalties for Price Violations and the Management Measures for Project Cost Consulting Enterprises。

Article 13 These measures shall be interpreted by Heilongjiang Provincial Price Supervision Administration and Heilongjiang Provincial Department of Housing and Urban-Rural Development。

Article 14 These measures shall be implemented from June 1, 2013 to May 31, 2014, and the "Notice of Heilongjiang Provincial Price Bureau and Construction Committee on the release of Construction project cost consultation Fee Standards" (Black Price joint character [1999] 54) shall be repealed at the same time。

Heilongjiang Province project cost consulting service fee standard calculation method

1.The basic charge shall be based on the cost of a single project。

2.The main materials of the project shall be included in the charging base;If the equipment cost is included in the project cost, it shall be incorporated into the charging base。

3.When it is necessary to calculate the amount of work, the consulting fee shall be calculated according to the corresponding standard of the construction drawing budget。

4.The whole process of cost control in the construction stage, whether using quota pricing or list pricing, shall be implemented according to the corresponding standards。If the amount of increase or decrease due to design changes, on-site visa, claims, etc., the benefit fee shall be 8% of the amount of increase or decrease。

5.The rates set out in Annex I are calculated on a graded scale。If the amount charged according to this standard is less than 2,000 yuan, it shall be charged at 2,000 yuan。

6.Consulting fee calculation formula: consulting fee =∑ basic fee × adjustment coefficient + decoration project increase fee + benefit fee + steel bar calculation fee

7.Adjustment coefficient: ① Maintenance, reconstruction, expansion, technical transformation and other projects according to the corresponding fee standard multiplied by 1.2 coefficient。② Prepare a separate list, a separate audit list, multiplied by 0 according to the corresponding standard.7系数。③ Only the part of the project other than the bid price is reviewed, the basic fee is based on the project price other than the bid price as the billing base, and the rate is multiplied by 2 according to the corresponding standard.8 coefficient;④ When consulting the material fee, you can refer to the settlement cost standard calculation method, where the basic fee is multiplied by 1.6系数。
